Existe una gran gama de ecosistemas marinos que se deben proteger en forma efectiva para lograr un manejo sustentable de los recursos pesqueros. Dentro de estos ecosistemas están los denominados hábitats marinos vulnerables (HMV), que merecen especial y urgente protección por ser, según lo declaró la ONU, particularmente susceptibles a sufrir trastornos, daños o, incluso, a ser destruidos, producto de las actividades humanas o del entorno circundante con el que se relacionan.
Montes y cañones submarinos, así como frágiles ecosistemas formados por corales de agua fría, son algunos de estos hábitats vulnerables que, contrario a lo que se ha planteado por sectores ligados a la industria pesquera, abundan en Chile. A pesar de ello nuestro país ha avanzado lentamente en la adopción de medidas que permitan proteger a los HMV frente a actividades que significan una amenaza real a su conservación, como la pesca de arrastre de fondo. Al respecto, existe un consenso científico bastante amplio a nivel mundial sobre los graves impactos ambientales que este arte de pesca tiene sobre los fondos marinos pues, una vez que la pesada red con un portalón macizo pasa sobre él, arrasa y destruye todo lo que existe a su paso. Al mismo tiempo, al ser uno de los métodos de pesca menos selectivo, la red de arrastre captura a una gran diversidad de organismos que no son el objetivo de la pesca y que, una vez fuera del agua, son descartadas y arrojadas al mar, muertas o moribundas.
Actualmente en el Congreso se discute un proyecto que prohíbe la pesca de arrastre en Chile. El debate legislativo se ha dado sigilosamente y las comisiones han privilegiado la presencia de los representantes de la industria pesquera por sobre los pescadores artesanales y las ONG de conservación, otorgando hasta el momento un notorio sesgo a las discusiones parlamentarias.
Chile debe dar muestras serias de cumplimiento de sus compromisos internacionales en virtud de los cuales debemos manejar los recursos marinos sustentable y sistémicamente. Para esta finalidad es fundamental proteger a los HMV de la pesca de arrastre y de otros métodos tan o más destructivos. Existe abundante evidencia científica que muestra cómo los fondos marinos destruidos por el uso redes de arrastre tardarán décadas o, a veces, siglos en recuperarse. Sin embargo, también sabemos que existen aún en Chile HMV de inigualable riqueza natural en buenas condiciones de conservación, o bien, cuya integridad todavía no ha sido del todo comprometida. Es de suma urgencia, por lo tanto, comenzar por proteger a estos HMV, aprobando una legislación que obligue a identificar estos habitats y a cerrarlos a la pesca de arrastre y a otros métodos de alto impacto en el fondo marino, antes que se sigan expandiendo sobre ellos.
Chile debe dar comienzo a un serio, informado e inclusivo debate para definir la forma más efectiva de proteger sus hábitats marinos vulnerables, que son parte de nuestro excepcional, pero frágil, patrimonio natural.
